Consideration and Approval of a Renewal of a Retail Marijuana-Infused Product Manufacturer License for San Juan Strains, Inc.
This is a renewal of a Retail Marijuana-Infused Product Manufacturer License for San Juan Strains, Inc., located at 95 Industrial Circle in Pagosa Springs. There are no changes, the application is complete and the proper fees have been paid. The Sheriff's Office completed their background check and the Fire Protection District and County Building and Planning Departments have done their inspections and there are no objections. Staff recommends approval of this renewal application.

Consideration and Approval of Resolution 2020-___ to Consolidate 2 Lots into 1 Lot in Pagosa Highlands Estates Owned by Kevin Phillips and Susan Phillips
This request is to consider a resolution authorizing the consolidation of Lots 462 and 463, in Pagosa Highlands Estates, to become Lot 463X owned by Kevin Phillips and Susan Phillips. This consolidation has been reviewed and is recommended for approval by the Development Services Director. The impact to the county budget includes fees paid per the county fee schedule, generally balanced by reduction in property taxes.

Consideration of a Correction Plat for San Juan River Resort Subdivision Unit No. 2 to Amend the Recorded Plat to Include a Notation Regarding Vacating Right-of-Way
This request is to consider a Correction Plat for the San Juan River Resort Subdivision Unit No. 2. The Correction Plat is titled "San Juan River Resort Subdivision Unit No. 2 - Replat 2013-Amendment 2020-01". This Correction Plat affirms the vacation of the right-of-way of Little Beaver Place, which was previously vacated in 2013 on the first re-plat amendment of San Juan River Resort Subdivision Unit No. 2. Pursuant to Section 4.6.4.3(1) of the Archuleta County Land Use Regulations, this plat may be approved by the Board of County Commissioners without the otherwise required review or hearing procedures if the corrections are consistent with the approved Final Plat. This Correction Plat has been reviewed and is consistent with the approved Final Plat, and is recommended for approval by the Development Services Director. The impact to the county budget includes fees paid per the county fee schedule.

Ratification of the Chairman's Signature on a Letter to the U.S. Department of the Interior for the National Garden
On July 3, 2020, President Trump signed an Executive Order on Building and Rebuilding Monuments to American Heroes, which includes the creation of a National Garden of American Heroes. Chairman Maez sent a response letter to the Secretary of the Interior submitting Archuleta County as a possible location for the National Garden.

Consideration of Resolution 2020-___ Further Extending the Declaration of Local Disaster
This resolution extends the Declaration of Local Disaster which was adopted on March 17, 2020 until no later than September 15, 2020, at which time the Board will consider whether another extension of the Declaration is warranted.

Consideration and Approval of Contract for Healthcare Personnel and Administration with Turn Key Health Clinics LLC
The Board of County Commissioners approved the selection of Turn Key Health Clinics, LLC as the medical services provider for the Archuleta County Detention Center at a special meeting on July 14, 2020 and the contract is now being submitted for final BoCC approval. The cost to the county for the remaining 4.5 months of 2020 is $14,827.50 per month.

Consideration and Approval of the Sale of Equipment and Materials
Staff seek permission to sell various items of equipment and surplus materials. This includes, but is not limited to, items previously procured via the 1033 program. At the time of publication of the agenda, the 1033 list was still being finalized but will be available for the meeting.

Consideration of Additional Funding to Broadband Services Manager
At the July 28, 2020 Commissioners' work session, Jason Cox and Eric Hittle, Archuleta County Broadband Services Managers, asked the Board of County Commissioners (BoCC) for additional funding in 2020 to cover the expenses required to bring more broadband into Archuleta County. The BoCC had agreed when the 2020 budget was approved that the county would appropriate $50,000 to Broadband if additional PILT funding was received. (The additional PILT funding was, in fact, received.) An added $10,000 would bring the total 2020 contribution by Archuleta County to $60,000, which is equal to what the Town of Pagosa Springs has committed. This agenda item requests the Board to direct staff to prepare a Supplemental Budget Resolution for consideration at the August 18th BoCC meeting in order to fund the $60,000 from the Commissioner's Contingency Fund to the Broadband Services Managers in 2020.
